'In the current volatile construction and economic environment, it is more important than ever to get reliable cost advice' - Gary (Founder, CPP Quantity Surveyors)

Construction costs can vary significantly across all regions of NSW. Regional NSW, in particular, has its own unique construction cost nuances. Construction pricing is influenced by several factors, including:
Cost estimating and quantity surveying services are essential for both owners and architects because they play a pivotal role in ensuring projects are financially viable and well-executed.
For owners, these services provide a clear understanding of the project's financial scope, allowing for realistic budget planning and effective control over expenditures. By offering detailed insights into cost allocation, they help prevent overruns and minimise financial risks. Owners can make informed decisions regarding materials, construction methods and design options, optimising their investments while preparing for potential cost variations. This level of detail ensures that resources are used efficiently, aligning project costs with long-term financial goals.
For architects, builders and design teams, cost estimating and quantity surveying support the design process by aligning creative concepts with the client’s budget. These services provide valuable benchmarks for ensuring the feasibility of designs, encouraging solutions that balance risk, aesthetics, functionality and cost efficiency. Accurate cost insights foster better collaboration between architects, owners and builders, reducing misunderstandings and promoting effective project planning. They also help architects avoid costly rework by ensuring designs fit within financial constraints from the outset. Additionally, these services facilitate value engineering by identifying opportunities to reduce costs without compromising quality or critical design elements.

Certified Quantity Surveyor (CQS)
Hi, I’m Gary Uys (pronounced "Ace" if you’re wondering). I’m the owner and founder of CPP Quantity Surveyors.
I started the business in 2018 after working in senior roles with top-tier builders and QS firms in both Australia and the US. Over the years, I’ve provided cost estimating and quantity surveying services to a wide range of clients — from government departments to private developers.
I’ve worked on hundreds (maybe thousands) of projects across metro and regional NSW, as well as overseas.
If you'd like to discuss your project, please feel free to contact me at (02) 9629 3495 or via email at contact@cppqs.com.au
Qualifications / Associations
Please reach us at contact@cppqs.com.au if you cannot find an answer to your question.
A Quantity Surveyor (QS) is a qualified expert in construction costs and construction cost management.
A QS usually has a degree in applied science, construction management, engineering or construction economics and is a member of the Australian Institute of Quantity Surveyors (AIQS). Their role is to provide advice on construction costs and undertake cost management services from project inception all the way to completion and sometimes beyond.
Quantity Surveyors also prepare specialist reports such as council DA estimates, estimates for bank loans, insurance replacement cost estimates and legal reports. In addition, many quantity surveyors also work in the building side as construction estimators providing cost estimating services.
Certified Quantity Surveyors (CQS) are bound by the AIQS Code of Conduct and assess all construction cost matters in a fair and impartial manner. This is why banks, local councils, lawyers & accountants require that a CQS prepare cost reports, estimates and assessments. CPP Quantity Surveyors does not take sides in any matter, but provides an unbiased opinion based on years of experience on hundred of different projects across the country (and the world).
In the current volatile construction climate, it is crucial to obtain accurate cost advice from an experienced quantity surveyor.
CPP Quantity Surveyors remains up to date on market pricing, labour availability, cost increases and building trends. We also have access to other experts who can verify or provide advice on specific project issues.
Gary, the director & founder of CPP is a certified & fellow grade (FAIQS) registered member of the Australian Institute of Quantity Surveyors (AIQS). Gary is also often called on to provide independent advice under the AIQS Presidential Appointment process.
An Estimated Development Cost (EDC) Report (also referred to as a "Registered Quantity Surveyor Detailed Cost Summary Report") is a report prepared by a Certified Quantity Surveyor that is registered with the Australian Institute of Quantity Surveyors (AIQS). The EDC Report is prepared in a specific format and in accordance with regulated requirements for NSW Councils. The report provides an estimated development cost in a format required by the council and NSW Department of Planning so that they can calculate the applicable fee contributions.
Regulations require that Quantity Surveyors prepare these reports and estimates once they reach a certain development cost threshold. We prepare compliant reports for all NSW local councils.
At CPP Quantity Surveyors we provide cost estimating services on projects ranging from small home renovations to small commercial and industrial developments. We'vre prepared estimates for childcare centres, fast food restaurants, public buildings, group homes and more. No project is too small. We have provided cost estimating services on several hundred projects so have the experience required across a multitude of project types and sizes.
Whether it is concept estimating services based off a sketch or detailed, pre-tender estimating services, we can tailor a format to your specific requirements.
Unfortunately, we no longer offer this service.
It depends on the size of the project and what level detail is required in the report, but to give you an idea, a council DA estimate can be prepared in as little as 24 hours (call us if this is required), but our usual turnaround is 3-5 business days. Larger detailed cost estimating services or quantity surveyor tasks can take longer. Timing will be confirmed in our fee proposal. Let us know if you require your report urgently and we'll try to expedite it for you.
AAs every project is unique, we tailor our fees to suit the project and your requirements. We will generally offer a fixed quote for quantity surveyor or cost estimating services once a scope of service is known. Simple reports such as a Council DA Estimate for a single level residence start at $550.
We have extensive experience in preparing specialist QS reports such as professional or expert opinion reports on the value of work completed to date by a builder, cost to complete reports, insurance rectification estimates and other legal, insurance and accounting reports.
Yes – we’ve completed reports for councils and clients in over 100 regional towns. Our remote process ensures accuracy without needing a site visit. an answer to this item.
